We were proud to celebrate our 2026 Teachers of the Year at the School Board meeting!
Elementary Teacher of the Year, Matthew Crosetto (3rd grade, LaSalle Elementary), and Secondary Teacher of the Year, Christie Buchmann (English, Mishawaka High School), both shared heartfelt remarks, expressing gratitude to the mentors, family, and friends who have supported them throughout their journeys. They also reflected on the meaningful opportunities they’ve experienced within School City of Mishawaka.
We extend our sincere thanks to the Mishawaka Lions Club for their generous monetary gift to each of our honorees. The awards were presented by Lions Club member Richard Currey, and the recipients may use the funds to support their classrooms in ways they find most impactful.

SCM Summer Learning Programs
School City of Mishawaka will offer 2026 summer learning programs at the elementary, middle, and high school levels. Programming will be a combination of enrichment and targeted remediation. These programs will help accelerate learning and ensure students receive the building blocks necessary for success as they cross the finish line of one grade level and transition to the next.
Dave Troyer Champion for Children Award
School City of Mishawaka has partnered with the CASIE Center for several years to provide valuable resources and support to our students and families. This collaboration has strengthened our ability to meet the social, emotional, and basic needs of those we serve.
Prior to his passing in November 2025, our Director of Student Services, Dave Troyer, played a key role in this partnership. He worked closely with school social workers and the CASIE Center to ensure that families had access to critical supports. Throughout his career, Dave was a dedicated advocate for children, consistently prioritizing their well-being and success.
In recognition of his lasting impact, the CASIE Center established the Dave Troyer Champion for Children Award. This year marked the inaugural presentation of the award, and School City of Mishawaka was selected as its first recipient. Additionally, the CASIE Center made a contribution to the Dave Troyer Scholarship Foundation at Bethel University in the name of School City of Mishawaka.
This recognition reflects the strength of our partnership with the CASIE Center and honors Dave Troyer’s legacy of service, advocacy, and commitment to students.

IREAD 3 Recognition
On April 8, 2026, Superintendent Dr. Stevens attended a recognition ceremony at the Indiana Statehouse honoring Hums and Liberty Elementary Schools for achieving a 95% pass rate on the IREAD-3 in the previous year.
The event celebrated the strong academic performance of students and the dedication of the educators who support their success each day. Congratulations to the staff of Hums and Liberty Elementary Schools on this outstanding achievement!



March 11, 2026 School Board Meeting
LaSalle Elementary School Presentation
LaSalle Elementary Principal Ben Domonkos joined several sixth-grade students to present to the School Board, sharing highlights from the school year and celebrating the LaSalle community.
During the presentation, students spoke about LaSalle’s Attendance Fantasy Football competition, a creative initiative that encourages students to build strong attendance habits while having fun. They also took time to recognize the dedicated certified staff at LaSalle, thanking them for the support and encouragement they provide every day.
The presentation also served as a special moment for the sixth graders to reflect on their time at LaSalle. As they prepare to move on to John Young Middle School next year, students shared memories and appreciation for the experiences, friendships, and learning opportunities that have helped prepare them for the next chapter.
LaSalle’s focus on strong relationships, engaging learning experiences, and student leadership continues to make a lasting impact on students as they grow and move forward in their educational journey.

Board Approves Additional Paid Leave Days Following Weather Cancellations
The Board approved a resolution designating January 26 and 27, 2026 as two additional days of paid leave for both certified and non-certified staff following recent extreme weather cancellations.
Although the Indiana Department of Education waived the requirement for schools to make up these student attendance days, the resolution ensured that employees assigned to work fewer than 261 days would not experience a loss of pay as a result of the cancellations.
By approving this one-time benefit, the Board recognized that the weather-related cancellations were due to extraordinary circumstances beyond employees’ control. The action helped maintain equity across the workforce while ensuring that all other provisions of School City of Mishawaka policies and collective bargaining agreements remained in effect.
Exciting Technology Updates Coming to Our Elementary Schools
School City of Mishawaka is rolling out major updates to elementary school technology to enhance student learning and classroom efficiency. Starting next year, each K-4 student will have access to a dedicated Chromebook, which will be stored securely in classroom carts. This will make it easier for students to access digital resources while keeping devices organized and safe.
In addition, the district will transition from Canvas to Google Classroom for grades K-4 as the primary learning management system. This change will streamline digital learning, improve teacher and student collaboration, and simplify access to assignments and feedback.
These initiatives are designed not only to enhance learning opportunities but also to provide long-term cost savings for the district. Teachers and administrators are working together to ensure smooth implementation so that students can benefit from these upgrades right away.
The new technology plan reflects SCM’s commitment to providing students with modern tools and resources while maintaining a safe, efficient, and engaging learning environment.
Updates Coming to Preschool Programs for 2026–2027
School City of Mishawaka is planning updates to its preschool programs for the 2026–2027 school year to increase tuition-paying enrollment and better align preschool experiences with elementary schools.
Key elements of the proposal include:
- Opening preschool classrooms at Hums Elementary and Liberty Elementary
- Relocating Head Start to LaSalle Elementary
- Aligning preschool arrival and dismissal times with elementary schedules
- Establishing consistent tuition pricing across programs
These changes are designed to reduce transportation needs, decreasing bus routes from eight to six and shortening student ride times. Staffing levels would remain the same while offering the potential for increased tuition enrollment, improved substitute availability, and smoother transitions from preschool to elementary school.
By making preschool more accessible and connected to elementary schools, SCM continues its commitment to providing high-quality early learning experiences that support student growth and success.

Hums Elementary School Presentation
Hums Elementary School Principal Mr. Yohe recently led a presentation celebrating outstanding student achievements and the dedication of staff who support them.
Among those recognized was the Hums Spell Bowl Team, which finished in the top ten in the state in its class. Under the coaching of Tina Riley, the team demonstrated exceptional preparation, teamwork, and academic excellence while competing against schools from across Indiana.
The presentation also highlighted the accomplishments of the Hums Computer Science Club, coached by Ryan Mitchell. One team’s project was selected to advance to the finals competition at the Indiana Statehouse—an impressive achievement for the young programmers. Team members include Cordelia Rippey and Caitlyn Morrison (3rd grade) and Arien Rush (5th grade), whose innovation and collaboration earned them statewide recognition.
In addition, Mr. Yohe and Mr. Mitchell shared updates on Hums’ first-ever Science Bowl Team, celebrating a successful inaugural year and the growing enthusiasm for STEM opportunities at the school.
Hums Elementary continues to provide students with enriching academic experiences that inspire curiosity, creativity, and achievement both inside and outside the classroom.

Agreement to Replace the Door Access System and Card Readers
The door access system, which was originally installed in 2017, has experienced a system-wide failure and is currently irreparable. The administration solicited three proposals for replacement systems and selected the Alta system from Pye Barker as the lowest responsive vendor to replace the existing Lenel/S2 system.
The Alta system offers enhanced security features, integration capabilities with other security platforms, and an automated method for user provisioning.
The funds will be paid from the operating referendum.
Out of District Enrollment Recommendation for the 2026-2027 School Year
The School Board approved the establishment of new transfer student capacity limits for the 2026–2027 school year.
In addition, the Board set January 18, 2027, as the deadline for submitting new transfer requests for students wishing to attend School City of Mishawaka schools for the second semester of the 2026–2027 school year.
Families interested in transferring are encouraged to review capacity guidelines and submit requests by the established deadline to ensure consideration.

Waiver of Student Attendance for Two (2) Days, January 26 and January 27, 2026
The School City of Mishawaka administration submitted a waiver request to the Indiana Department of Education (IDOE) for student attendance days canceled on Monday, January 26, and Tuesday, January 27, 2026. The IDOE has approved the waiver as requested.
Based on this approval—and assuming no additional school closure days are needed—the School Board has confirmed that the final day of student attendance for the 2025–2026 school year will be Thursday, May 28, 2026.

School Board Secretary David Weber’s term concluded on December 31, 2025. As the position is appointed by the Mishawaka City Council, the Council voted to reappoint Mr. Weber to another term, which will extend through December 31, 2029.

Parent Survey
During the week of October 20, 2026, a digital parent survey was distributed to families. The survey was designed to gather feedback from current School City of Mishawaka parents and guardians regarding their child’s school experience. Participation in the survey was voluntary and responses were collected anonymously.

As part of the district’s standard practice of planning school calendars two years in advance, the School Board approved the 2027–2028 School Year Calendar.
Indiana Graduates Prepared to Succeed (GPS) Update
Through the Indiana Graduates Prepared to Succeed dashboard, or Indiana GPS, the Indiana Department of Education aims to empower Indiana’s families, educators, school administrators, and community leaders. This dashboard is learner-centered, future-focused, and displays how our students are building these skills—in all grades and all schools.
Generative AI in SCM
Opportunities to leverage Artificial Intelligence (AI) to enhance student learning have become more available to students and teachers. As these tools evolve, it is critical that the District maintains a framework that prioritizes data privacy in the selection of tools and transparency in how AI is used.
Quitclaim Deed for the Ballard Street Realignment
The Replat of Ballard Addition includes the portion of land on which Twin Branch Elementary School is located. Now that the subdivision reflecting the realignment of Ballard Street has been officially recorded, it is necessary for School City of Mishawaka to ensure that this subdivision plat is properly reflected in the record title.
At present, the City of Mishawaka retains title to the land located east of the original Ballard Street and west of the replatted Ballard Street. Through the execution of quitclaim deeds, this portion of land will be transferred to School City of Mishawaka. Upon completion, School City of Mishawaka will hold title to the land west of the relocated Ballard Street, and the City of Mishawaka will hold title to the land east of the relocated Ballard Street.

Cavemen in the Community Club
For the second year in a row, students from the Cavemen in the Community Club at Mishawaka High School worked hard to promote a No Shave November fundraising campaign to benefit the American Cancer Society. Funds raised will be directed to the fight against breast cancer. Participating staff members collected donations throughout the month and were able to raise $1,043.52 from MHS. With John Adams High School also joining in the fundraising efforts this year, we look forward to bringing it back next year with additional schools interested in participating for this very special and important cause in the fight against breast cancer.
Results of Summer Learning Lab 2025
School City of Mishawaka partnered with Boys and Girls Club of the Northern Indiana Corridor to implement the 2025 Summer Learning Lab. Supported by The Mind Trust and the Lavinia Group, the program provided five weeks of targeted reading and math instruction combined with enrichment activities. This unique approach addressed learning loss due to COVID-19 and summer slide for students in grades 1 through 9. Test results revealed impressive gains in both English AND Mathematics for our students who attended the program.

Policy Analytics SEA 1 Presentation
Policy Analytics has built and maintains a proprietary Local Government Revenue Model to forecast property tax revenue impacts for school districts. They can produce tax base forecasts and accurately estimate circuit breaker cap credits for any school district by modeling property taxes on a parcel basis. Tonight's presentation is their forecast model for School City of Mishawaka.

The presentation will highlight how these groups foster student engagement, responsibility, and community involvement. Ratification of the 2025-2026 Agreement with the Mishawaka Education Association
Consistent with the requirements of Indiana law, School City of Mishawaka engaged in negotiations with the Mishawaka Education Association (MEA) on a new agreement for the 2024-2025 school year. The parties have reached a tentative agreement on all required salary, benefit, and related issues. The tentative agreement was posted on the SCM website on Friday, October 3, and the school corporation held a public meeting to discuss the tentative agreement on Wednesday, October 8, 2025. The tentative agreement with the Mishawaka Education Association (MEA) includes the following:
Salaries
- New base teaching salary: $48,000 = $500 increase from current
- New salary range: $48,000-$81,028 = Average of 1.08% increase from current range
- $500 salary differential for the early literacy endorsement as required by I.C. 20-28-5-19-7
Health Insurance
- 9% total increase in premiums
- Introduction of an optional high-deductible health plan
- Transition to Anthem Blue Cross Blue Shield (as both the provider and TPA) effective January 1, 2026
Dental Insurance
- 0% increase in premiums
- Transition to MetLife Dental effective January 1, 2026
Other
- Additional changes to the Extracurricular Activities (ECA) Schedule, as well as some language changes, were also agreed upon.
The new salary amounts with retroactive payment beginning August 11, 2025, will be reflected on the December 12, 2025, paycheck accordingly.
Junior Achievement Presentation
School City of Mishawaka maintains a vital partnership with Junior Achievement (JA) of Northern Indiana to deliver essential life and career readiness skills, aligning with JA's mission to "inspire and prepare young people to succeed in a global economy."
During the 2024-2025 school year, this collaboration successfully reached 1,664 SCM students through targeted programs, including JA BizTown experiences, grade-specific programs, and career and financial education at John Young Middle School.
This partnership is made possible through funding and sponsorship by the Mishawaka Education Foundation.
2025-2026 Transfer Students for Second Semester
In accordance with Indiana Code 20-26-11-32, the governing board must annually establish the number of non-resident transfer students the school corporation has the capacity to accept at each grade level, as well as the deadline by which transfer requests must be submitted. The school corporation is also required to publish the established transfer capacity and application deadline on its official website, report this information to the Indiana Department of Education (IDOE), and adhere to all applicable state guidelines regarding the approval or denial of transfer requests.
Important Dates:
- November 6, 2025: Approved non-resident enrollment capacities will be posted on the SCM website and reported to the IDOE.
- November 6, 2025 – January 16, 2026: Application window for non-resident transfer requests for the second semester of the 2025–2026 school year.
- January 27, 2026: Parents/guardians will be notified digitally of approval or denial of their non-resident transfer request no later than this date.

Public Meeting to Discuss Tentative Agreement with the Mishawaka Education Association
In 2019, Senate Enrolled Act 390 amended the collective bargaining process to require the school employer to hold a public meeting at least 72 hours prior to its ratification meeting, to discuss the terms of the publicly available tentative Collective Bargaining Agreement (CBA). The tentative agreement was posted on the SCM website on Friday, October 3, 2025, and our targeted ratification meeting is our next board meeting on November 5, 2025. The tentative agreement with the Mishawaka Education Association (MEA) includes the following:
Salaries

SCM Insurance Update
In collaboration with our insurance broker, Gibson, and the Mishawaka Education Association (MEA), the Administration shared several modifications to our insurance policies. The purpose of this presentation was to provide an update to the board regarding the pending changes including a transition to Anthem Blue Cross Blue Shield for medical insurance and Metropolitan Life (MetLife) Insurance Company for dental insurance, effective January 1, 2026.
Therapy Dog Program at Mishawaka High School
In May 2024, the School City of Mishawaka (SCM) Board approved the launch of a temporary Therapy Dog Pilot Program aimed at enhancing the district’s Social Emotional Learning (SEL) initiatives. Following the program's initial success, additional therapy dogs were introduced at Beiger Elementary School and John Young Middle School in August 2024. In February 2025, the Board approved the placement of a fourth therapy dog at Liberty Elementary School.
This program integrates certified therapy dogs into the daily school environment, providing emotional support, reducing student anxiety, and promoting a positive school climate.
The School Board approved to expand the program to Mishawaka High School (MHS) by introducing a fifth therapy dog. Mr. Bryon Scoggin, Assistant Principal at MHS, is the owner and handler of Cody, an eight-year-old Boxer/Beagle mix. Cody has been trained through Katie’s K-9 in Paw Paw, Michigan and is on track to be fully certified through the Alliance of Therapy Dogs by the end of the year.
The current therapy dog placements and their owner/handlers are as follows:
- Battell & Hums Elementary Schools: Penny, handled by Michelle Anderson (Social Worker)
- Beiger Elementary School: Ocean, handled by Kris Ermeti (Social Worker)
- Liberty Elementary School: Bo, handled by Kristin Wells (Principal)
- John Young Middle School: Michael Jordan, handled by Rebecca Cummings (Principal)
2026 School Board Meeting Calendar

Each meeting will be preceded by a Work Session beginning at 5:45 PM, followed by the Regular Board Meeting at 6:00 PM. Reappointment of SCM Representative to the Mishawaka-Penn-Harris Public Library Board of Trustees
As provided in I.C. 36-12-2-9, the School City of Mishawaka Board of School Trustees makes two appointments to the seven-member Board of Trustees of the Mishawaka-Penn-Harris Public Library. The term of one of those appointees, Licia (DeeDee) Gerber, will expire on December 31, 2025. MPHPL has shared they would be honored to have Ms. Gerber reappointed to their Library Board for another four-year term. They have also spoken with Ms. Gerber and she would like to serve another term.

JYMS Shares Exciting Updates to Support Student Growth
Principal Rebecca Cummings led a presentation outlining several key updates and initiatives at John Young Middle School, all focused on enhancing student learning, engagement, and school culture.
One of the most significant changes is the transition from block scheduling to an 8-period day. This shift is designed to better align with instructional goals and ensure students have more consistent access to a wide range of subjects and support services.
JYMS is also expanding learning opportunities through Career and Technical Education (CTE) for 8th-grade students, giving them early exposure to career pathways and hands-on learning experiences that build real-world skills.
Additionally, the school has introduced the Leader in Me program, a nationally recognized initiative that fosters student leadership, personal responsibility, and a positive, inclusive school culture.
With a focus on academic growth, career readiness, and leadership development, John Young Middle School continues to lead the way in preparing students for success—both in school and beyond.

Sale of Eighty-Seven (87) Square Feet of Land to the State of Indiana (INDOT)
The School City of Mishawaka Board of School Trustees approved the sale of a small portion of land at the southeast corner of Twin Branch Elementary School to the Indiana Department of Transportation (INDOT).
The section of land—measuring approximately 87 square feet (15 feet by 5.75 feet)—is needed for planned upgrades to SR 933, specifically at the intersection of Lincoln Way East and Ballard Street. These improvements will include the installation of new crosswalks and ADA-compliant ramps, enhancing pedestrian safety and accessibility in the area.
INDOT appraised the property at $375 but offered $1,000 for its purchase. The transaction will have no impact on daily operations at Twin Branch Elementary School.
This collaboration between School City of Mishawaka and INDOT reflects a shared commitment to supporting community infrastructure and improving safety for all residents, including students and families who walk or bike to school.
2026 Calendar Year Budget Review
Director of Business Services Rachel Dutoi reviewed the 2026 Calendar Year Budget, highlighting stable funding for core educational services, rising costs in operations, and continued investment in staff and student support.
Key points include:
- A projected $46.6 million in Education Fund revenue
- Planned transfer of $8 million to cover operational costs
- Strong year-end balances in both the Education and Rainy Day Funds
The budget reflects a commitment to maintaining quality education while navigating rising costs in salaries, benefits, and infrastructure.
Resolution Regarding the Use of Public Records for Commercial Purposes
The School Board approved a resolution under the Indiana Access to Public Records Act (I.C. 5-14-3) to prohibit the use of public records obtained from School City of Mishawaka for commercial purposes. This includes selling, advertising, or soliciting goods and services using such records. The resolution does not apply to use for journalism, nonprofit activities, or academic research.

Adoption of Policies
The approved policy updates reflect changes required by the June 2024 and July 2025 Legislative Updates. These revisions address key areas including:
- Use of personal communication devices (cell phones)
- Attendance
- Mandatory curriculum updates (including reproductive health, family planning, and human sexuality instruction)
- Audio/video and digital recording of meetings
- Student privacy and parental access to information
- Student assessment
- Supplemental teacher payments
- Enrollment procedures
- Anti-harassment and bullying
- Student discipline, suspension, and expulsion
- Search and seizure
In addition:
- Policies 1662, 2266, 3362, and 4362 are revised to update the Corporation’s designated Anti-Harassment Compliance Officers.
- Policy 5330, new policy 5330.01, and revised form 5330 F1 are included to update guidance on student medication use.
These policies were presented for a first reading. Given the need for timely alignment with recent legislative changes, it is was also approved that the Board waive the second reading.

MHS Job, Career & College Fair – September 18
The annual job fair returns to Mishawaka High School, connecting students with local employers, colleges, and nonprofits. This growing partnership with the Mishawaka Education Foundation (MEF) continues to make a positive impact. Employers interested in participating can contact MHS directly.

Mark your calendars! MEF’s Trunk or Treat returns to MHS on October 4 at 4:30 PM – 7:00 PM. Families are invited to join in on the fun — costumes encouraged!
Public Hearing on Bargaining – September 12
In accordance with Indiana law, SCM will hold a public hearing on Friday, September 12 at 2:30 PM at the SCM Administrative Center. This hearing is part of the process leading into contract bargaining. The public is welcome to attend.
